यस्मात् अधिकम् यस्य च ईश्वरवचनम् तत्र सप्तमी

Pāṇini leaves out words that carry over from earlier sūtras. Expand to see the rule as a reader actually understands it.

As a rewrite rule (sketch from case endings)
यस्य → अधिकम् ईश्वरवचनम् सप्तमी / यस्मात्

Replace yasya with adhikam īśvaravacanam saptamī when it comes after yasmāt. Inherited words (anuvṛtti) may add further conditions.

Commentary

Where a word is governed by a कर्मप्रवचनीयाः 1.4.83 in the sense of 'more than' उपोऽधिके च 1.4.87 or 'lord of' अधिरीश्वरे 1.4.97 there the 7th case-affix (locative) is used.
Ex. उपखार्याम् द्रोणः 'A Drona is more than a Khari,' अधिब्रह्मदत्ते पंचालाः 'Brahmadatta is the lord of Panchalas.' The phrase यस्यचेश्वरवचनं indicate that both the thing owned and the owner may be in the locative. See (1.4.97).

This aphorism debars the accusative.
