Operational rule vidhi
The affix तसिल् (तस्) is substituted for तस् -- प्रतियोगे पञ्चम्यास्तसिः (5.4.44), अपादाने चाहीयरुहोः (5.4.45) when किम् a सर्वनाम and बहु follow.

Thus कुतः, यतः, ततः, or बहुत आगतः ॥ This substitution is for the sake of accent; and for giving it the designation of vibhakti.
