The affixes प्राग्वतेष्ठञ् 5.1.18 have also the sense of 'who deserves that'.
The case in construction here is accusative. Thus श्वेतच्छत्रमर्हति = श्वेतच्छत्रिकः "who deserves the White Umbrella". So also वास्त्रयुग्मिकः, शत्यः, शतिकः साहस्रः ॥
