Commentary
After the words 1. सिन्धु and 2. अपकर there is the affix कन् in the sense of 'born therein'.
The word सिन्धु occurs in the Kachchhadi class and takes अण् and वुञ् IV. 2.133); and अपकर would have also taken अण् under the general rule. This sutra debars these affixes. Thus सिन्धुकः, अपकरकः ॥
